The PPGFC: a successful project that seeks to improve Forest Sector Competitiveness

From November 3rd thru November 13th, the final-term evaluation of the Forest Governance Positioning Project took place, in charge of the evaluator Guillermo Navarro, Doctor of Philosophy (Ph.D.), Forestry Economics and Management delegated by the European Union.


In this evaluation, the project delivers results and experiences gotten during four (4) years (2010 to 2014), leading the modernization of the forestry administration in eleven (11) environmental authorities: Carder, Corantioquia, Corpocaldas, CRC, Codechocó , Corponariño, Corponor, CRQ, Cortolima Corpourabá and CVC.


As a successful project with CADER´s leadership on governance to discussed issues in the broadest sense, defined the Ph.D. Navarro, the Forest Governance Positioning Project in Colombia, who also highlight the availability and acceptance of CAR members for the execution of the project.


Unlike other projects funded by the EU that are aimed at international trade in forest products and where countries exports to the EU legal timber, in Colombia the PPGFC makes a difference because it is aimed at strengthening the environmental authorities and promoting timber consumption, with unique instruments like the Pact for Legal timber in Colombia (PIMLC) and the modernization of CAR. Besides, it aims to improve traceability systems and timber verification systems with the purpose of improving the credibility of the Forestry Authorities, which enhance the competitiveness of the sector.


Guillermo Navarro, thinks that appropriation is the word that best describes the success of this project that will be sustainable over time. He also highlighted that investment and leverage human and institutional resources are very important because they reflect the way in which resources are being invested.


"What we have to do in this type of assessment, is to give the EU feedback about this kind of projects which are actually investments so they can continue, and therefore, benefit governance and the improvement of forest institutions in Colombia," he said.


The Forest Governance Positioning Project is funded by the European Union and led by CARDER, in association with Corantioquia, Corpocaldas, CRC, Codechocó, Corponariño, Corponor, CRQ, Cortolima, Corpourabá, CVC, Ministry of Environment and Sustainable Development, Asocars and Aldea Global.
